Experts. DECADE is a consulting group composed of
best-of-breed educators and technologists who not only possess
strong core competencies in distance learning and technology
integration, but they also have the experiences to translate
these competencies into actionable solutions.
DECADE is composed primarily of distance learning leaders who
identify common problems then seek to develop low-cost, yet
robust solutions.
The DECADE team consists of the following
persons:
Dr. Mac Adkins
Curriculum Vita
Dr. Mac Adkins serves as the
Director of Distance Learning for
Troy University Montgomery
Campus. He provides leadership for the online, television,
and print-based distance learning programs
of this campus of Troy University.
Prior to this position he served as the Director of
Instructional Design and Technology for the Troy University
College of Education. In this role he provided leadership,
training and support for faculty and students as they integrated
technology into the teaching and learning process.
Dr. Adkins is currently serving as the Interim Director of
Instructional Design for Troy University. In this role he
is the project manager for the eCourse Redesign Project which is
a multi-year project to redesign all online courses for Troy
University. Dr. Adkins was
one of the authors of the current Course of Study in Technology
Education used by all public schools in the State of Alabama.
Dr. Adkins is also an online adjunct faculty member for
Capella University. He
teachers Administration and Leadership of Online Programs and
Higher Education Leadership for Capella University.
Dr.
Adkins received his Doctor of Education degree from
Auburn
University in 1998. His major for
the degree was
Educational Leadership
with minors in
Educational Technology
and Statistical Analysis.
Michael Bell

Michael L. Bell, Department
Chair of Web/Multimedia at Kaplan University
Distance Learning is known as an innovator in online course
development and delivery. Michael has been consulting on
Podcasting projects for over a year now. Michael has an M.Ed. In
Instructional Technology from Troy
University and is Currently A.B.D. In Instructional Design
from Capella University.
Dr. Rhonda
Bowron

Dr. Rhonda Bowron is an
Assistant Professor in the
Department of Curriculum and Teaching in the
College of Education
at Troy State University.
Dr. Bowron's area of expertise is in the integration of
technology into the teaching and learning process.
Jason Fill
Jason is the lead developer
and database manager for projects such as FacultyFinder.com and
READI. Jason has a bachelors degree from Troy University in
Computer Information Systems. Jason's contributions include the

LLC, Dr. Susan C. Hines strives to improve upon e-learning
through a process of course advocacy that identifies quality,
markets worldwide, and assiduously tracks the efficacy and
saturation of curricula across organizations and institutions.
She is building a database of online courses that can be
installed in any course or learning management system and that
adhere to US regional accreditation, accessibility and copyright
guidelines. Dr. Hines is not a publisher, but a broker for
e-learning developers and providers. Her company represents
qualified college and university professors, K-12 teachers,
corporate trainers, and other professionals who wish to lease or
sell their educational materials directly to institutions and
organizations that operate e-learning programs.
Dr. Sallie Johnson

Biography
Dr. Johnson is Dean of
Distance Learning for Troy University. Holding four degrees,
three certifications, and many awards, Dr. Johnson has over 13
years of teaching and administrative experience with Distance
Learning, teaching for Troy State University, Embry-Riddle
Aeronautical University, and the University of Maryland, Asian
Division.
Julio Lopez

Mr. Lopez is credited with
developing and launching the first online regionally accredited
Spanish language based degree program in the history of US
higher education, he is a former Dean of Academic Affairs in
both online and on-ground modalities. Prior to his career in
higher education Mr. Lopez held key management positions in
consumer products marketing, information technology and the
pharmaceuticals industries.
Mr. Lopez is a doctoral
degree candidate in Instructional Design for Online Learning at
Capella University, holds a masters degree in Information
Technology from Barry University and bachelors degree in
Marketing from Mercy College. He is currently an
independent distance education consultant working with both
education and corporate clients.

CEO is an E-Learning consultant and implementation specialist.
She leads a team of web developers and instructional designers
who help universities and corporations distribute learning
materials via the World Wide Web. As a women owned and operated
company, AliveTek, Inc. works with government agencies,
colleges, universities, and professional development entities
from around the world. Her company is known for the creation of
highly innovative and interactive e-learning environments and
for specializing in the custom development of learning objects.
In addition to being involved in research initiatives for
web-based learning, Sandy delivers motivational seminars to
faculty and course designers on the effective uses of technology
for learning.
Dr. Jan Oliver

Julie Owen serves in sales and support with DECADE Consulting.
In this role she supports students and faculty as they measure
learner readiness for distance learning. She also assists
schools in the identification of online faculty. She received
her Bachelor of Science in Human Resource Management from
Faulkner University. In her six years of university
administration she has served on teams to develop web sites and
pilot web-based educational programs.
Dr. Sherri
Restauri

Dr. Restauri serves as a consultant for DECADE
Consulting, LLC, bringing both experiential as well as
theoretical background in the field of distance education into
the group. Dr. Restauri is the Director for the Office of
Distance Education at Jacksonville State University, where she
facilitates the videoconferencing, video-based, and online
courses and programs. She facilitates the on-going internal
evaluation activities for the Office of Distance Education.
Dr. Restauri holds a BS and MS
in psychology from
Jacksonville State University, as well as a Ph.D. from
Capella University. In
addition to working as Director for the Office of Distance
Education at Jacksonville State University, she also teaches as
an adjunct professor for the Psychology Department at
Jacksonville State University.
Dr. Boria Sax

Dr. Boria Sax is an
independent scholar and consultant. He has over a decade of
experience in teaching online for such institutions as AOL, the
University Without Walls, Mercy College and the University of
Illinois. He won the 2002 Sloan-C award for “Online Learning
Effectiveness” as Director of Online Research, Development and
Training at Mercy College, for starting an innovative program of
online supplemental instructors. He is also the author of many
critically acclaimed books, which have been translated into
French, Japanese, Korean, Czech, and Turkish. He has been
invited to speak at Duke University, Yale University, the
Smithsonian, the Whitechapel Gallery, and many other
institutions.
